The "Housing Europe meets Solar Decathlon 2014 Jury"

A team of Jurors coordinated by Housing Europe, composed by high-level Housing Experts including Directors of both National Federations and Local Housing Companies, Technical & Building Physics Experts and Specialists in housing regeneration programmes, fuel poverty and innovative approaches to working with low-income and vulnerable households, evaluated the 20 proposed projects and awarded the “Housing Europe meets Solar Decathlon Europe 2014 Award - For a Fair Energy Transition in the EU”replica watches.

Georges Bullion - President of the Jury, Chair of the Housing Europe Sustainable Urban Working Group and Director of Dynacité, France

Georges Bullion is Director General of Dynacité, a French social landlord managing 24,000 dwellings in the Rhone Alps region.

At national level, George is a member of the Executive Committee of the USH - L’Union Sociale pour l’Habitat and Chair of the Working Group “Prospective Territoriale”.  At European level, Georges chairs the Housing Europe Working Group on Sustainable Urban Development. George is also President of Messidor, an association working for the rehabilitation of people experiencing psychic trouble by helping them getting a job and find their place in the society.

Marco Corradi - Chair of the Housing Europe Energy Experts Network and President of ACER Reggio Emilia, Italy

Marco Corradi is President of ACER Reggio Emilia, the Public Housing Company of Reggio Emilia since 2005, furthermore, in 2009, he was also appointed coordinator of all the ACERs of the Emilia Romagna Region. Within Housing Europe, Marco is President of the permanent Working Group on Energy, a network gathering experts form National/Regional Housing Federations from all across the EU in order to carry our lobby and research activities and promote the sharing of best practices.

As a Social Housing and Energy Expert, Marco took part in several TaskForces and Working Groups both at EU and National level, aiming at developing the green economy in the public, cooperative and social housing sector. He is also regularly invited to deliver presentations at national and international conferences, universities and training centres, TV and radio programs; his contributions are also reported in newspapers, specialised press and technical publications.

Anna Maria Pozzo - Independent Senior Consultant at the Italian National Public Housing Federation (Federcasa), Italy

Anna is graduated in Architecture. She joined Federcasa in 1985 where she worked as Director of the Technical Department until 2012. She is currently collaborating with Federcasa as an independent consultant. Over her career, she has been responsible for several EU projects and research programmes at Federcasa as well as for the Italian Ministry of Infrastructure and for the National Research Centre (CNR). Since its foundation in 2007, Anna is also member of the Housing Europe Energy Experts Network .

Javier Serra María-Tomé - Counsellor at the Directorate for Architecture, Housing and Planning in the Ministry of Infrastructures of the Spanish Government, Spain

Architect by the Polytechnic University of Madrid, after having different positions and responsibilities, he is currently serving as Counsellor at the Directorate for Architecture, Housing and Planning in the Ministry of Infrastructures of the Spanish Government. He was also the former Director of the Solar Decathlon Europe edition hold in Madrid in 2012.

Ingrid Vogler - Energy, Technics & Standardization Expert at the German National Housing & Real Estate Federation (GdW), Germany

Ingrid Vogler has a background in Physics with a long experience in the building sector.

Before joining GdW in 2005 she worked as a Project development coordinator for housing association and was also part of the Scientific staff of the German Institute for Rehabilitation and Modernization of Buildings (IEMB) focusing on thermal protection and energy conservation. Ingrid is also member of the Housing Europe Energy Experts Network since its foundation in 2007.

Andres Jaadla - Chairman of the Board of the Estonian Union of Co-operative Housing Associations (EKYL), Estonia

Andres Jaadla - Chairman of the Board of the Estonian Union of Co-operative Housing Associations (EKYL), Estonia

Andres is graduated in Law from the University of Tartu. He has a long-term professional experience in housing, urban development and local government being involved since the early 1990-s  as Head of the City Property Department of Rakvere where he carried out a privatization of residential premises. He has been also Mayor of Rakvere from 2002 to 2012, Member of the Committee of the Regions of ENVE Commission from 2009 to 2012 and Vice President of the Union of the Baltic Cities from 2011 to 2013.
Andres is currently Chairman of the Board of the Estonian Union of Co-operative Housing Associations being one of the founders of the movement of Estonian cooperatives apartment associations and a Member of Smart Cities Stakeholder Platform.

Arno Schmickler - Independent Consultant at the National Housing Federation (NHF), England

Arno Schmickler - Independent Consultant at the National Housing Federation (NHF), England

Arno leads for the National Housing Federation on European policy, regulation and funding. With a particular interest in innovative financing models for social housing he recently worked with the European Investment Bank to develop a social housing retrofit loan fund which would provide finance to undertake energy efficiency improvement works. This evergreen fund is aimed to create a strong market and supply chain opportunities, thus enabling local companies – in particular SMEs, including social enterprises – to invest in skills development and apprenticeships to deliver energy efficient homes.

Prior to joining the Federation Arno has worked for the South East England Development Agency in regional planning, research and innovation. During his early career as an architect and town planner in Germany he was in charge of delivering an innovative office building with 120 work stations using geothermal power in a low energy context.

René van Genugten - Senior Expert on Rent Policies & Sustainability at the Dutch Association of Social Housing Organisations (AEDES), The Netherlands

René van Genugten - Senior Expert on Rent Policies & Sustainability at the Dutch Association of Social Housing Organisations (AEDES), The Netherlands

René works as a senior policy advisor and lobbyist at Aedes, the Dutch Association of Social Housing Organisations in The Netherlands. He is responsible for rent policies and sustainability issues like energy efficiency. He is one of the architects of the Covenant for Energy Efficiency in the Rental Sector with the Dutch ministry of Housing, the Private landlords and the national tenants organization Nederlandse Woonbond.

He has been directly involved in the negotiations about the Dutch National Energy Agreement, in which ambitious targets are set about energy efficiency in the built environment en application of renewable (solar) energy in and around the social housing stock. He is also an expert in financing issues regarding social / not for profit housing and investments in energy efficiency.
