The "Housing Europe meets Solar Decathlon 2012 Jury"
A team of Jurors coordinated by Housing Europe, composed by high-level Housing Experts including Directors of both National Federations and Local Housing Companies, Technical & Building Physics Experts and Specialists in housing regeneration programmes, fuel poverty and innovative approaches to working with low-income and vulnerable households, evaluated the 20 proposed projects and awarded the “Housing Europe meets Solar Decathlon Europe 2012 Award - For a Fair Energy Transition in the EU”.

Eva Bauer, Technical Expert - Austrian Federation of Limited-profit Housing Associations (GbV), Austria
Eva Bauer holds a Master Degree in Social Sciences from the University of Vienna and since 2005 she is lecturer at the Research Institute for Cooperation and Cooperatives of the Vienna University of Economics and Business Administration.
Since she joined GbV in 1992, she has been working as a technical expert on housing-related issues focusing particularly on energy and social affairs also by taking part in several national and EU-funded projects. Eva is also member of the Housing Europe Energy Experts Network since its foundation in 2007.

Georges Bullion, Chair of the Housing Europe Sustainable Urban Working Group and Director of the Social Housing Landlord Dynacité, France
Georges Bullion is Director General of Dynacité, a French social landlord managing 24,000 dwellings in the Rhone Alps region.
At national level, George is a member of the Executive Committee of the USH - L’Union Sociale pour l’Habitat and Chair of the Working Group “Prospective Territoriale”. At European level, Georges chairs the Housing Europe Working Group on Sustainable Urban Development. George is also President of Messidor, an association working for the rehabilitation of people experiencing psychic trouble by helping them getting a job and find their place in the society.

Maike Christiansen, Climate Neutrality and Energy Efficiency Officer - UNECE Housing and Land Management Unit
Maike Christiansen studied Geography in Berlin and Toronto, and also holds a Master of Arts in Interdisciplinary European Studies from the College of Europe in Warsaw.
At UNECE Housing and Land Management Unit she is in charge of the unit’s activities on promoting energy-efficiency in the housing sector, the transition to a green economy and low-carbon urban development in the UNECE region. In her work, she assists UNECE member countries in the national implementation of the UNECE Action Plan on energy-efficient housing; organizes training workshops and coordinates the preparation of reports and tools to improve energy efficiency in the residential sector. Prior to joining UNECE, Maike has worked on issues related to environmental planning and climate change in cities for UN-Habitat and UNEP in Nairobi and Paris.

Marco Corradi, Chair of the Housing Europe Energy Experts Network and President of ACER Reggio Emilia, Italy
Marco Corradi is graduated in Infrastructures Engineering at the University of Parma and attended several training courses in the fields of safety and quality certification.
During his career, prior to being appointed in 2005 to his current role, President of ACER Reggio Emilia, Marco held several positions as a public servant within the Reggio Emilia City Council dealing with Energy and Environment.

Diane Diacon, Director - Building and Social Housing Foundation (BSHF), UK
Diane Diacon is an Urban Planner and her work within BSHF is focussed on housing research with a commitment to sustainable development and people.
She has established and organised a series of international exchange programmes to encourage sharing and transfer of good housing practice internationally and is responsible for the World Habitat Awards competition to identify innovative housing programmes internationally in collaboration with UN-HABITAT. Diane is also member of the Housing Europe Energy Experts Network since its foundation in 2007.

Luis Esteban Domínguez Arribas, Managing Director - The Valencian Institute of Building (IVE), Spain
Luis Esteban Domínguez Arribas is graduated in Architecture at the Polytechnic University of Valencia.
His main activities and responsibilities as Managing Director at the Valencian Institute of Building (IVE) are related to the promotion and assessment of buildings quality, sustainability and energy efficiency. He is supervising the development of standards for the national government (Infrastructures Ministry) and regional government (Environmental Department). Luis has also participated in several international and national research projects and committees.

Kurt Eliasson, President of Housing Europe & CEO of The Swedish Association of Public Housing Companies (SABO), Sweden
Kurt Eliasson is CEO at SABO - the Swedish Association of Public Housing Companies and has been recently appointed President of Housing Europe.
Kurt is also Chairman of the board of Chalmers University of Technology in Gothenburg and member of the board of Kommuninvest of Sweden, a public sector owned and guaranteed credit market company acting as a local government debt office, regulated by the Swedish Financial Supervisory Authority.

Catrin Maby, Chief Executive & Expert on Fuel Poverty, Energy Efficiency and Community Mobilisation - Severn Wye Energy Agency, UK
Catrin Maby holds a BA in Engineering Science from St Hilda’s College, Oxford, and an MSc in Energy Resources Management, South Bank University.
Before joining SWEA in 1999 she spent some years working as a community development officer in the Yorkshire Dales before returning to sustainable energy as a consultant in Birmingham, where she worked with the City Council to develop energy efficiency aspects of housing regeneration programmes, as well as leading innovative approaches to working with low income and vulnerable households. Catrin is also vice-president of FEDARENE and a Member of the UK Institute of Energy. She was awarded an OBE for services to the environment and social equity, in the UK New Year Honours list 2012.

Pablo Olangua, Member of Housing Europe Management Board and President of the National Social Housing Federation (AVS), Spain
Pablo Olangua holds a degree in Law obtained at the University of País Vasco and is finishing his PhD at the University San Pablo CEU.
Pablo has been working for many years as an expert in the areas of social housing and rehabilitation as General Manager of the City Council Public Housing Society in Madrid (EMVS). He has recently been elected President of the Spanish Social Housing Federation (AVS), where he has a wide experience as former Vice-President.

Anna Maria Pozzo, Technical Director - National Public Housing Federation (Federcasa), Italy
Anna Maria Pozzo is graduated in Architecture.
Before joining Federcasa in 1985, as a housing expert, she advised the Italian Ministry of Public Works and the European Commission on housing issue. Anna was also responsible for several EU projects and research programs for the Italian Ministry of Infrastructure and for the National Research Centre (CNR). Since its foundation in 2007, Anna is also member of the Housing Europe Energy Experts Network .

Oliver Rapf, Executive Director - The Buildings Performance Institute Europe (BPIE)
Oliver Rapf holds a master’s degree in Geography obtained at Heidelberg University.
Before joining BPIE in June 2011, he worked for the global conservation organisation WWF in various roles. Most recently he was Head of the Climate Business Engagement unit of WWF International, managing strategy and partnership development with the private sector.
Oliver has been active as a jury member of environmental business awards, and serves on private sector environmental advisory boards.

Javier Serra María-Tomé, SDE Director - Directorate General for Architecture, Housing and Planning of the Ministry of Infrastructures, Spain
Architect by the Polytechnic University of Madrid, after having different positions and responsibilities, he is currently serving as Counsellor at the Directorate for Architecture, Housing and Planning in the Ministry of Infrastructures of the Spanish Government. He is also acting as Director of the Solar Decathlon Europe 2012 edition.

Ingrid Vogler, Energy, Technics & Standardization Expert - National Housing & Real Estate Federation (GdW), Germany
Ingrid Vogler has a background in Physics with a long experiance in the building sector.
Before joining GdW in 2005 she worked as a Project development coordinator for housing association and was also part of the Scientific staff of the German Institute for Rehabilitation and Modernization of Buildings (IEMB) focusing on thermal protection and energy conservation. Ingrid is also member of the Housing Europe Energy Experts Network since its foundation in 2007.
