Federcasa - Federazione Italiana per la Casa is the national public housing federation bringing together 112 public companies at local, provincial and regional level building and managing social housing dwellings. Together, Federcasa’s members represent 4% of the total Italian housing stock.

In accordance with its mission, Federcasa is very much interested in the issues related to low energy-housing solutions for Southern European climate zones. At national level, Federcasa participates actively in various Working Groups on energy efficiency and works with the Italian Ministry of Economic Development in order to obtain regulations that take into account not only energy consumption in winter, but also in summertime. At European level, Federcasa promotes an informal CECODHAS Working Group dedicated to Energy Efficiency in Mediterranean countries and participates in the project RELS (Réhabilitation énergétique des logements), with the aim to develop a database on energy solutions for south European countries.

AVS - Asociación Española de Promotores Públicos de Vivienda y Suelo is a national body representing 164 public housing companies which provide social housing for owner occupation and manage a total rental housing stock of over 231.500 units.

As for Federcasa, having seen the geographical location of Spain, AVS is concerned in adapting nearly-Zero Energy principles to warm climates, furthermore, at national level, AVS also actively support the informal CECODHAS Working Group on Energy efficiency in Mediterranean countries.

Objectives of the Taskforce

  • Define nZEB Basics for Warm/Mediterranean Climates: Technical key elements and solutions - Cultural, traditional, climatic and environmental features and specific needs - Legal and financial framework and market penetration;
  • Identify obstacles and challenges Local Housing Organisations are facing in reaching nZEB targets for existing housing stock and new build in Warm/Mediterranean Climates and define a common Work Programme;
  • Produce Reports on Operating Costs, Usability and Cost Effectiveness and Guidelines and Recommendations for National nZEB 2020 Road Maps on the basis of the analysis of the identified existing multi-family low energy buildings.
