Description

This document lists a series of obstacles to the implementation of EPC and provides possible solutions to decision makers and other relevant actors.

The first part of the document proposes regulatory changes in order to make EPC an effective tool for financing energy renovation in social housing.

The second part proposes measures to structure an EPC offer in order to respond to the needs of the “Grenelle de l’Environnement”. This would include the creation of third party investment public structures able to implement large-scale financial engineering, and the creation of a legal framework to manage the risks associated with EPC.

Implementation

A first contract was developed on a site of 64 dwellings, in which the energy service company provides the implementation and financing of the work, and ensures the expected energy performance for 20 years. This first project has identified a series of obstacles to the development of EPF in social housing; this document gathers the lessons learned from this experience.
