Description

This guide provides a model for the implementation of Energy Performance Contracts (EPCs) in Social Housing.

The first part of the document presents the main features of the Social Housing stock, its functioning and the major obstacles that social landlords are facing in complying with the “Grenelle de l’Environnement”.

The second part explains the usefulness of EPCs and how they work in relation to Social Housing.

The third part details the way of implementing an EPC in all its phases, from the project planning to the implementation and monitoring of the contract.

In conclusion, the fourth section of the guide explains how to draft a call for tender and the related documentation in order to facilitate the kick-off of an EPC project.

Implementation

This guide is the result of a first experience; it will be expanded and improved in the coming years in view of the obtained results.
