Description

This document is a synthetic presentation of the Factor 4 results. It presents first the objectives of the Factor 4 project and then its main result, which is the Factor 4 approach for setting up sustainable strategies for energy retrofitting of social housing building stock and for territorial strategies as regarding energy retrofitting of social housing.
The Factor 4 approach has 4 phases:
- a building typology for selecting representative buildings to analyze
- a building scale LCEC analysis for optimizing the energy retrofitting programme of each representative building
- a building stock (portfolio of a social owner or all the social housings on a territory) analysis
- the sustainable energy retrofitting strategy for the whole building stock or for the whole territory.

Implementation

This territorial approach has been useful for setting out territorial strategies of local authorities, for example in France:

-            Municipalities: It has been used by La Calade and SUDEN for setting out a sustainable development strategy (including energy and GEG but also energy precariousness and many other issues) at a territorial (municipal or conurbation) scale, and especially for private and social houses. This research has been made for the French ministry in the PREBAT programme (National energy in buildings research programme). This method has been tested in Roubaix (city in the North of France) and can be used by any local authority. Some local authorities are already interested.

-            Other scales such as the regionThis research is made for the French ministry in the PREBAT programme (National energy in buildings research programme). This method is under test in Puy de Dôme (centre of France).
