Short Description
Following an energy audit, le Logement Français committed to refurbish L’Îlots de Bourgogne, a socially deprived area, with high level of energy performance without any rent increase:
- The project has a "Cerqual" certification and a HPE label (High Energy Performance French label).
- The Logement Français requires the enterprises which have been chosen to do works with "green building approach" (Chantier Vert).
Before refurbishment, the primary energy consumption was 174 kWhep/m² per year; after refurbishment, the primary energy consumption will be 74 kWhep/m² per year.

Work with Residents
To identify problems and expectations of inhabitants and to propose changes Logement Français has implemented a comprehensive consultation and information process with inhabitants; this entails:
- Consultation meetings every Month since June 2009.
- A satisfaction survey will be undertaken at the end of the work.
- Briefings with tenants have been organized at each project stage (audit, starting work, etc.)
- A “show room flat” was set up to teach people how to make best use of their new apartments and improve their energy behaviour.
- A “show room flat” will be located on the area so that tenants are able to see the work that will take place in their homes.
- Educational Leaflets are distributed to residents on specific topics such as saving water, preventing moisture etc…
Funding
The overall cost of the rehabilitation is for 2010: € 3 802 840.63 including VAT.
The project is supported by ERDF: € 1.8 million along with ANRU (National Urban Plan) and Region Ile-de-France grants and Caisse des Dépôt et Consignation loans.
